After many months the decision on whether the Keystone XL pipeline will be granted a “Presidential Permit” is close. The presidential permit requires the U.S. Department of State to determine if the pipeline is in the national interest.
On March 1 the Department of State issued its draft Supplemental Environmental Impact Statement (SEIS) for a 45-day comment period. The Department of State will revise the SEIS based on public comments, then consult with other federal agencies, and finally release its national interest determination. The presidential permit is issued by the Secretary of State.
